I do admit early Pokemon is a bit weird lol (200+ episodes in and we're still technically early days), it's probably a mix of a few things, the writers not having to follow game plotlines yet because the first 2 generations are pretty simple, 4kids dubbing exaggerated some things as well, I don't think the rhyming actually exists in the sub lol, at least not to the same extent. Kecleon is actually our first look at a Generation 3 Pokemon, it's the whole cross promotion thing the franchise does, giving us a glimpse of some new Pokemon from upcoming games before they launch. Kecleon was a bit of an odd choice, but I guess they wanted to save the really good ones for when the next gen really starts. I think you'll like a lot of the designs they'll introduce later, there is a bit more of a focus on stronger looking Pokemon.
